“Expansion of the transport potential of the metropolitan railway in the Warsaw Functional Area – stage I”.
The contract with the Center for EU Transport Projects was signed on April 4, 2018.
- The planned total cost of implementation – PLN 611 773 589,85
- The maximum amount of eligible expenses – PLN 405 193 368,91
- The amount of EU funding – PLN 259 323 756,10
The project consists of 2 parts:
- purchase of rolling stock – 21 vehicles, including 15 vehicles up to 95 meters long and 6 vehicles up to 77 meters long,
- modernization of the Warszawa Szczęśliwice technical and parking station.
On February 25, 2019, Annex No. 1 to the Project Co-financing Agreement was signed. The key changes include increasing the total value of the Project, as well as extending the time of its material implementation.
On March 22, 2021, Annex No. 2 to the Project Co-financing Agreement was signed. The key changes include increasing the total value of the Project, as well as extending the time of its material implementation.
On June 30, 2022, Annex No. 3 to the Project Co-financing Agreement was signed. The key changes include increasing the value of the Project from 202Â 621Â 049,45 to 259Â 354Â 943,30.
On 19 January 2024, Annex No. 4 to the Project Co-financing Agreement was signed. The key changes the realisation of the value of the expenditure incurred on the project and the changes of the amount of co-financing from 259,354,943.30 to 259,323,756.10
The first part of the project is the purchase of 21 vehicles.
These vehicles will be fully compatible with each other and are to be connected mechanically and pneumatically with the rolling stock operated by SKM of the 27WE and 35WE series. Thanks to the investments supplementing the deficiencies in the modern rolling stock, it will be possible to fully use the infrastructure of the modernized railway lines in the Warsaw agglomeration and to provide services at a high level, expected by the inhabitants of the region.
The purchase of new vehicles will also allow for transport work on lines previously not operated by SKM. It will allow you to form compositions in any configuration. Running trains during peak hours in the so-called double combination in the area of the Warsaw Agglomeration, will contribute to improving the functioning of transport in the metropolitan area, reducing traffic congestion in the city as well as urban accessibility and mobility. Extended trains will allow to replace passenger transport performed by other carriers, using primarily such means of transport as diesel-powered buses.
The purchased vehicles will be equipped with the possibility of energy recuperation during braking. Like all existing SKM traction units, these vehicles will be equipped with DC energy meters. Accounting for electricity consumption and recovery will be based on meter readings. The vehicles will be equipped with an innovative system for optimizing the way of driving in terms of energy consumption, coupled with the European Train Control System (ETCS), as well as with a passenger counting system enabling registration of passengers getting on and off at all stops through all doors of the vehicle.
The second part of the project has already been completed. The SKM technical and parking station, located in Warsaw’s Szczęśliwice area, was modernized.
As part of the modernization:
- the block train hall was reconstructed along with the construction and modernization of internal installations and connections,
- built:
– office and social building with internal installations and an oil boiler room,
– external fuel oil tank,
– a hall for a full-train washing station with internal installations,
– an industrial sewage treatment plant,
– fire protection tank, - construction and reconstruction of:
– devices, connections and MV and LV power networks, about the traction network,
– track system and sanitary networks,about telecommunications networks,
– the road system along with the construction of drainage.
The implementation of the investment task consisting in the modernization of STP Warszawa Szczęśliwice made it possible to adapt the existing technical and parking facilities of the Company to the needs ensuring the possibility of conducting, on its own, to a sufficiently high standard, activities related to maintaining its own rolling stock in operational efficiency. It also allowed for P1, P2 and P3 level maintenance services to be carried out by its own technical service, as well as to carry out ongoing service repairs, additional technical inspections, vehicle washing and cleaning, etc.
As a result of the modernization of technical park Warszawa Szczęśliwice, there was a significant improvement in the conditions of use of the railway infrastructure facilities located at the station (including the whole train hall, traction network or track system) by adapting them to higher technical and operational parameters.
The project was submitted to the Territorial Contract for the Mazowieckie Voivodeship and was intended for co-financing under the Operational Program Infrastructure Environment 2014-2020 under Priority Axis V Development of rail transport in Poland, Measure 5.2. Development of rail transport outside TEN-T. The project will implement the objective “Strengthening the metropolitan functions of Warsaw; Increasing the transport accessibility of the area through the expansion of Warsaw.
